Former Everton and Chelsea forward Ross Barkley scored to put Luton 3-2 ahead in the 57th minute.
The Gunners refused to lie down and were rewarded as Kai Havertz level the score on 60 minutes.
In the 97th minute big money signing Rice grabbed the winner to send Arsenal fans wild.
