Sadiq Ismail opened scoring for Remo Stars in the 19th minute, while Dayo Ojo added the second 10 minutes later.
Michael Ibe reduced the deficit for Katsina United 14 minutes from time.
Remo Stars by virtue of their position will compete in the CAF Champions League next season.

In Ibadan, Shooting Stars defeated Sporting Lagos 1-0.
Gbenga Ogunbote’s side finished fourth on the table and missed out on a continental spot despite the win.
Sporting Lagos were relegated to the Nigeria National League following the defeat.
Doma United were also relegated to the NNL after they held Abia Warriors to a 1-1 draw at the Pantami Township Stadium.
Meme Okike gave Doma United the lead two minutes after the half hour mark.
Emmanuel Jesam equalised for Doma United three minutes after the break.
