The 30-year-old has dropped down the pecking order at Rangers in recent weeks following the emergence of Hamza Igamane and return to injury of Danilo.
According to Sky Sport Italia, Cagliari and Empoli are pushing to sign Dessers this month.
It would likely be a loan with option to buy at the end of the season.
